Every tier has unlimited users — you are not billed per seat. What changes between tiers is which modules you get, and the project and storage ceilings.

#How Cloud differs from Community
The Community Edition is free and open source, and covers projects, tasks and manual time entry. Cloud adds everything else — agile, Gantt, resourcing, reporting, integrations, SSO and the API — and we operate it for you.
